World Heritage and Sustainable Development

World Heritage and Sustainable Development

Autor: Peter Bille Larsen , William Logan

Número de Páginas: 231

In 2015, the General Assembly of State Parties to the World Heritage Convention passed a ground-breaking Sustainable Development policy that seeks to bring the World Heritage system into line with the UN’s sustainable development agenda (UNESCO 2015). World Heritage and Sustainable Development provides a broad overview of the process that brought about the new policy and the implications of its enactment. The book is divided into four parts. Part I puts the policy in its historical and theoretical context, and Part II offers an analysis of the four policy dimensions on which the policy is based – environmental sustainability, inclusive social development, inclusive economic development and the fostering of peace and security. Part III presents perspectives from IUCN, ICOMOS and ICCROM – the three Advisory Bodies to the World Heritage Committee, and Part IV offers ‘case study’ perspectives on the practical implications of the policy. Contributions come from a wide range of experienced heritage professionals and practitioners who offer both ‘inside’ perspectives on the evolution of the policy and ‘outside’ perspectives on its implications. Combined, they present...

The 1972 World Heritage Convention

The 1972 World Heritage Convention

Autor: Francesco Francioni

Número de Páginas: 481

Almost fifty years have passed since the adoption of the Convention Concerning the Protection of the World Cultural and Natural Heritage (the UNESCO World Heritage Convention). With its 194 States Parties, it is the most widely ratified convention within the family of UNESCO treaties on the protection of cultural heritage. The success of this Convention and its almost universal acceptance by the international community of states is due to the great appeal that recognising certain properties as "world heritage" has for national governments. Since the publication of the first Commentary, new problems have arisen in the management of world heritage sites. It has become increasingly difficult to properly monitor the conservation of the ever-growing mass of sites inscribed in the World Heritage List, and to resolve disputes over the formal designation of contested world heritage properties - a problem that has led to the withdrawal of the United States and Israel from UNESCO. New frontiers are now being explored for the expansion of the world heritage idea over marine areas beyond national jurisdiction, and the monopoly of the State in the identification, delineation, and presentation...

Many Voices, One Vision: The Early Years of the World Heritage Convention

Many Voices, One Vision: The Early Years of the World Heritage Convention

Autor: Christina Cameron , Mechtild Rössler

Número de Páginas: 399

In 1972, UNESCO put in place the World Heritage Convention, a highly successful international treaty that influences heritage activity in virtually every country in the world. Focusing on the Convention's creation and early implementation, this book examines the World Heritage system and its global impact through diverse prisms, including its normative frameworks, constituent bodies, programme activities, personalities and key issues. The authors concentrate on the period between 1972 and 2000 because implementation of the World Heritage Convention during these years sets the stage for future activity and provides a foil for understanding the subsequent evolution in the decade that follows. This innovative book project seeks out the voices of the pioneers - some 40 key players who participated in the creation and early implementation of the Convention - and combines these insightful interviews with original research drawn from a broad range of both published and archival sources. The World Heritage Convention has been significantly influenced by 40 years of history. Although the text of the Convention remains unchanged, the way it has been implemented reflects global trends as...

The Best We Share

The Best We Share

Autor: Christoph Brumann

Número de Páginas: 315

The UNESCO World Heritage Convention is one of the most widely ratified international treaties, and a place on the World Heritage List is a widely coveted mark of distinction. Building on ethnographic fieldwork at Committee sessions, interviews and documentary study, the book links the change in operations of the World Heritage Committee with structural nation-centeredness, vulnerable procedures for evaluation, monitoring and decision-making, and loose heritage conceptions that have been inconsistently applied. As the most ambitious study of the World Heritage arena so far, this volume dissects the inner workings of a prominent global body, demonstrating the power of ethnography in the highly formalised and diplomatic context of a multilateral organisation.

Managing Transnational UNESCO World Heritage sites in Africa

Managing Transnational UNESCO World Heritage sites in Africa

Autor: Dodé Houehounha , Edmond Moukala

Número de Páginas: 207

This open access book focuses on the management of transboundary UNESCO World Heritage sites in the Africa region. It highlights the region as a model of best practices on cross-border collaboration in view of enforcing the conservation of the site, engaging with local communities, and fighting against (in some cases) extremist groups inhabiting these sites. It also addresses the role of the World Heritage Convention in promoting transboundary cooperation and offers both an analysis and a list of priorities for improving the effective management of transboundary properties in sub-Saharan Africa defined. This book presents chapters from experts, site managers, technical and financial partners, academics, and representatives of the private sector from 20 African countries and 15 institutions involved in African heritage management. It provides an opportunity to share current and planned initiatives at the transboundary sites inscribed on the UNESCO World Heritage List, including the Maloti-Drakensberg Park (South Africa, Lesotho), W-Arly-Pendjari Complex (Benin, Burkina Faso, Niger), Sangha Trinational (Cameroon, Congo, Central African Republic), and Mosi-oa-Tunya / Victoria Falls...

Heritage and Globalisation

Heritage and Globalisation

Autor: Sophia Labadi , Colin Long

Número de Páginas: 508

This volume analyzes the politics, policy and practice of cultural heritage at the global level, identifying the major directions in which international heritage practice is moving, and exploring the key issues likely to shape the cultural heritage field well into the twenty-first century. It examines the tensions between the universal claims of much heritage practice, particularly that associated with the World Heritage system, and national and local perspectives. It explores the international legal framework developed since World War Two to protect heritage, particularly at times of war, and from theft, showing how contemporary global problems of conflict and illicit trade continue to challenge the international legal system. Heritage and Globalisation critiques the incorporation of heritage in the world economy through the policies of international development organisations and the global tourism trade. It also approaches heritage from seldom-considered perspectives, as a form of aid, as a development paradigm, and as a form of sustainable practice. The book identifies some of the most pressing issues likely to face the heritage industry at a global level in coming decades,...

Changing Heritage

Changing Heritage

Autor: Francesco Bandarin

Número de Páginas: 359

Changing Heritage presents the most comprehensive analysis of heritage issues available today. Critically analysing the complexity of the current and forthcoming issues faced by heritage, it presents insightful directions for the future. Drawing on the author’s many years of experience working in senior positions at UNESCO, the book presents discussions of heritage sites all around the world. Today, our cultural and natural legacies face significant threats due to social and economic developments, political pressures, and unresolved historical issues. This book delves into these threats from two distinct perspectives: internal tensions and external pressures. The internal tensions include the disregard for human rights and gender equality; the increasing exploitation of heritage for political purposes; the development of post-colonial perspectives; and the necessity to reassess the established notion of "universal value." External pressures stem from global processes, unsustainable tourism, political conflicts, ethnic clashes, and religious strife that are causing destruction in numerous parts of the world. Examining the dynamics between heritage and these internal tensions and...

40 Years World Heritage Convention

40 Years World Heritage Convention

Autor: Marie-theres Albert , Birgitta Ringbeck

Número de Páginas: 224

Since the adoption of the World Heritage Convention in 1972, the notion that cultural and natural heritage need to be protected and properly utilized has gained popularity. Over time, however, such utilization concepts were less focused on ideas of sustainability and became increasingly influenced by commercial interests. For the first time, this publication attempts to elaborate the development of the World Heritage Convention, the Convention itself in its different facets and how it evolved into one of the most important UNESCO instruments for the protection of cultural and natural heritage. It will be shown that the protection and utilization of heritage is a highly complex political, participatory and interdisciplinary process. This publication discusses these developments and suggests potential solutions in order to deal with such unintended trends.

Building a Common Past

Building a Common Past

Autor: Corinne Geering

Número de Páginas: 455

How did a kremlin, a fortified monastery or a wooden church in Russia become part of the heritage of the entire world? Corinne Geering traces the development of international cooperation in conservation since the 1960s, highlighting the role of experts and sites from the Soviet Union and later the Russian Federation in UNESCO and ICOMOS. Despite the ideological divide, the notion of world heritage gained momentum in the decades following World War II. Divergent interests at the local, national and international levels had to be negotiated when shaping the Soviet and Russian cultural heritage displayed to the world. The socialist discourse of world heritage was re-evaluated during perestroika and re-integrated as UNESCO World Heritage in a new state and international order in the 1990s.

Aspects of Management Planning for Cultural World Heritage Sites

Aspects of Management Planning for Cultural World Heritage Sites

Autor: Simon Makuvaza

Número de Páginas: 261

Every site that is inscribed on the World Heritage List (WHL) must have a management plan or some other management system. According to the UNESCO Operational Guidelines, the purpose of a management plan is to ensure the effective protection of the nominated property for present and future generations. This requirement was in part necessitated by the need to implement real systems of monitoring on the management of World Heritage Sites. Since its implementation in 2005, discussion on the function and the contents of management plans for World Heritage Sites has grown tremendously. The discussions have mainly been focused on the theoretical frameworks of World Heritage site management plans and proposals of practical guidelines for their implementation. This volume provides a platform for heritage practitioners, especially those working at Cultural World Heritage Sites, to put in writing their experiences and impressions about the implementation of site management plans at properties that are inscribed on the WHL. Cultural World Heritage Sites in this case refer to world heritage properties such as archaeological sites, cultural landscapes, religious sites and architectural...

UNESCO, Cultural Heritage, and Outstanding Universal Value

UNESCO, Cultural Heritage, and Outstanding Universal Value

Autor: Sophia Labadi

Número de Páginas: 205

This book explores the international legal framework developed by UNESCO to identify and protect world heritage and its implementation at the national level. Drawing on close policy analysis of UNESCO's major documents, extensive professional experience at UNESCO, as well as in-depth analyses of case studies from Asia, Europe, and Latin America, Sophia Labadi offers a nuanced discussion of the constitutive role of national understandings of a universalist framework. The discussion departs from considerations of the World Heritage Convention as Eurocentric and offers a more complex analysis of how official narratives relating to non-European and non-traditional heritage mark a subversion of a dominant and canonical European representation of heritage. It engages simultaneously with a diversity of discourses across the humanities and social sciences and with related theories pertaining not only to tangible and intangible heritage, conservation, and archaeology but also political science, social theory, tourism and development studies, economics, cultural, and gender studies. In doing so, it provides a critical review of many key concepts, including tourism, development,...

Valuing World Heritage Cities

Valuing World Heritage Cities

Autor: Tanja Vahtikari

Número de Páginas: 234

With its celebrated World Heritage List, UNESCO steers the global heritage agenda through the definition and redefinition of what constitutes heritage and by offering the highest-level forum for heritage professionalism. While it is the national governments that nominate sites for inclusion in the World Heritage List, and the intergovernmental World Heritage Committee that makes the final decision on inclusion or non-inclusion, it is the International Council on Monuments and Sites (ICOMOS) for cultural heritage that determines whether the necessary level of ‘outstanding universal value’ is met. Focusing on the discourses of ICOMOS and their transmission to the local context, this book is the first in-depth historical analysis of the construction of heritage value in the context of cities illustrated through a case study of Old Rauma in Finland. The book contributes to the understanding of the discursive and constructed nature of World Heritage values as opposed to intrinsic values, critically scrutinizes the role of ICOMOS in making valuations concerning urban heritage, and sheds light on the interactions and tensions of universal and local (urban) perspectives in the...

50 Years World Heritage Convention: Shared Responsibility – Conflict & Reconciliation

50 Years World Heritage Convention: Shared Responsibility – Conflict & Reconciliation

Autor: Marie-theres Albert , Roland Bernecker , Claire Cave , Anca Claudia Prodan , Matthias Ripp

Número de Páginas: 519

This open access book identifies various forms of heritage destruction and analyses their causes. It proposes strategies for avoiding and solving conflicts, based on integrating heritage into the 2030 Agenda for Sustainable Development. It reflects on the identity-building role of heritage, on multidimensional conflicts and the destruction of heritage, and considers conflict-solving strategies and future perspectives. Furthermore, it engages theoretically and practically with the concepts of responsibility, reconciliation and sustainability, relating mainly to four Sustainable Development Goals, i.e. SDGs 4 (education), 11 (e.g. World Heritage), 13 (climate action) and 17 (partnerships for the goals). More than 160 countries have inscribed properties on the UNESCO World Heritage list since the World Heritage Convention came into force. Improvements in the implementation of the Convention, such as the Global Strategy for a Representative, Balanced and Credible World Heritage List, have occurred, but other conflicts have not been solved. The book advocates for a balanced distribution of properties and more effective strategies to represent the global diversity of cultural and...

World Heritage Management and Human Rights

World Heritage Management and Human Rights

Autor: Stener Ekern , William Logan , Birgitte Sauge , Amund Sinding-larsen

Número de Páginas: 183

This book focuses on the balance between protecting human rights and protecting world heritage sites. It concerns itself with the idea that the management of heritage properties worldwide may fail to adequately respect traditional entitlements and rights of individuals and communities living within or being affected by changes in the use of these spaces. It also explores the concept that the international heritage field has limited knowledge and awareness of this challenge. The volume argues that the dilemmas in question result from different conceptualisations of the key terms of 'rights', 'heritage' and 'community' among different groups and across political and cultural boundaries. In so far as 'culture' is what enables us to read the meanings involved, the ultimate questions are those that ask whose power is contested when one meaning is ‘fixed’ and the heritage of one group of humans is given the right to have its symbolic representation enjoyed and protected. The included case studies give vivid examples of this. This book was originally published as a special issue of the International Journal of Heritage Studies.

Patrimonio e Identidad

Patrimonio e Identidad

Autor: Gilberto N. Ayes Ametller

Natural World Heritage sites are internationally recognized as having the highest global conservation significance and include iconic places such as the Serengeti, Great Barrier Reef and the Galapagos Islands. These renowned sites offer crucial insight into the successes and challenges on the frontlines of conservation, but only about half of the natural sites have been regularly monitored through the main monitoring mechanisms of the World Heritage Convention. The IUCN World Heritage Outlook monitoring system, which consists of Conservation Outlook Assessments, complements the Conventions monitoring mechanisms and assesses all World Heritage sites in recognition of their natural"Outstanding Universal Value." This report describes the methodology for the IUCN World Heritage Outlook, reviews the rating system applied and then summarizes the first set of global results. We hope the IUCN World Heritage Outlook will serve as a dynamic new tool to assist in celebrating best practice in World Heritage sites and in helping to address the management challenges in some of the most iconic places on Earth.

Heritage in Action

Heritage in Action

Autor: Helaine Silverman , Emma Waterton , Steve Watson

Número de Páginas: 236

In this textbook we see heritage in action in indigenous and vernacular communities, in urban development and regeneration schemes, in expressions of community, in acts of nostalgia and memorialization and counteracts of forgetting, in museums and other spaces of representation, in tourism, in the offices of those making public policy, and in the politics of identity and claims toward cultural property. Whether renowned or local, tangible or intangible, the entire heritage enterprise, at whatever scale, is by now inextricably embedded in “value”. The global context requires a sanguine approach to heritage in which the so-called critical stance is not just theorized in a rarefied sphere of scholarly lexical gymnastics, but practically engaged and seen to be doing things in the world.

Autor: GÓmez De Terreros Guardiola, Mª Del Valle , PÉrez-pra , Luis
