This book is one of the first attempts to analyze how developing countries through the early twenty-first century have established systems of social protection, and how these systems have been affected by the processes of globalization and democratization. The book focuses on Latin America to identify factors associated with the evolution of welfare state policies during the pre-globalization period prior to 1979, whilst studying how globalization and democratization have affected governments' fiscal commitment to social spending. In contrast with the Western European experience, more developed welfare systems evolved in countries relatively closed to international trade, while the recent process of globalization that has swept the region has put substantial downward pressure on social security expenditures. Health and education spending has been relatively protected from greater exposure to international markets and has actually increased substantially with the shift to democracy.

This Selected Issues paper for Senegal reports that reforms of the groundnut sector are an integral part of poverty reduction and growth strategy. To strengthen public finances and instill more efficiency into the groundnut sector, the government has decided to sell the state-owned groundnut processing company and to eliminate the tax and tariff preferences shielding that company from foreign competition. Fiscal decentralization is essentially viewed by the Senegalese authorities as an important tool for raising the efficiency of capital spending and reducing poverty.

The authorities’ response to policy recommendations in the 2005 Article IV Consultation has been generally positive, and authorities successfully completed an SMP. The appreciation reflects the tightening of monetary policy and increased inflows of remittances, transfers, and FDI. The Gambian economy has stayed relatively competitive. The principal purpose of the SMP was to help the authorities reestablish a policy track record. In particular, over commitments, expenditure overruns, and extrabudgetary expenditures risk further accumulation of domestic arrears and/or increased domestic borrowing.

Governance and corruption issues have taken the center stage in international discussions, especially after the adoption by the IMF in 2018 of a new framework for engagement on governance and corruption. Sound institutions that guarantee integrity in the management of public affairs are critical on the path toward higher and more inclusive growth. Corruption undermines the quality of institutions, weakens the effectiveness of government programs, and compromises social trust in government policies. Indeed, countries around the world that improved their governance systems are reaping a “governance dividend,” and governance-enhancing reformist countries in sub-Saharan Africa include Botswana, Rwanda, and Seychelles. In addition, Liberia, Sierra Leone, and Angola demonstrate that important reforms are possible, including in fragile environments. The importance of good governance has acquired even more importance as countries try to introduce policies to fight the ongoing COVID-19 pandemic. This 2015 Article IV Consultation highlights that despite lower commodity prices and a weaker global environment, Mozambique’s economic prospects remain positive given planned massive investment in natural resources. Although GDP growth averaged 7 percent over the last five years, Mozambique’s per-capita income and human development index remain low. There is a need to continue implementing policies that support fiscal sustainability, infrastructure investment, and inclusive growth. Mozambique’s economic outlook remains robust. Growth of 6.3 percent is expected in 2015, and remains below potential at 6.5 percent in 2016, mainly owing to a stagnant mining sector and substantially tighter fiscal and monetary policies.

The authors develop a framework that emphasizes the different roles of monetary and fiscal policy and apply it to the recent experience of five countries: Ethiopia, Ghana, Mozambique, Tanzania, and Uganda.
